No u cannot apply for H-1B just with an associates degree. To qualify for the H-1B you must have a bachelor's or higher degree, or the equivalent. They look for 16 years of education to qualify for this category.

If the foreign degree is 3 years bachelor's degree or a 3 years of work experience in similar field , they consider it as 1 year of education.
