The first sentence is very true what janajati thinks about. When you ask any of the janajati when did they start celebrating dashain and tihar, you will get the most answer is from granddad, but in bhramin and chettri they have been celebrating dashain and tihar throughout their ancestor. My parents used to say that they never celebrated dashian when they were kid.I have seen dashain and tihar boycott, but the thing about janajati is even though they followed buddhism from ancesstor later on they also practiced hinduism. I think the word hindu sate was also making them more extreme on believing that they should follow their own culture not dashain and tihar.You are very true about Dr Harka gurung. We have large population of janajati, so it is good to declare secular state.
