It may very well have been the wrong moment that the camera caught. I am sure he did make eye contact, may be his head was on the way up after looking at his own shoes or floor or anything else.... so, I don't think its that big of a deal. On this picture, I am sure Prez is not trying to make an eye contact with that Turkey. You get the idea.

Why does it ALWAYS have to be interpreted in a negative way. Maybe he looked up for a long time, his neck got cranky so looked down. As u can see the other minister is tall. Let's all be optimistic! like me :D :D
